Russian ruler Vladimir Putin signed laws banning the “propaganda” of childfree (refusal to have children) and banning the adoption of children by citizens of countries where “sex reassignment” is allowed.

Details: The first law signed by Putin adds the concept of “refusal to have children” in Article 6.21 of the Code of Administrative Offenses under the title “Propagation of non-traditional sexual relations and (or) preferences, gender reassignment”). This article provides for fines from 50 to 400 thousand rubles for citizens, from 400 to 800 thousand rubles for officials and from two to five million for legal entities.
At the same time, the law notes that the dissemination of information about the monastic lifestyle and the vow of celibacy associated with the refusal to bear children will not be considered an administrative violation.
The second document makes changes to six federal laws at once and stipulates that information that “promotes” the refusal of childbearing will be prohibited from being used in films, advertising, mass media and the Internet.
The third law signed by Putin amends the Family Code, adding to one of its articles a note that people who live in countries where “sex reassignment” is allowed cannot be adoptive parents.
On September 25, two draft laws were submitted to the State Duma on banning the propaganda of “refusal from childbearing”. On November 12, the State Duma adopted both documents in the second and third readings. The authors of the draft law explained that the spread of the ideology of childlessness in society “leads to the degradation of social institutions” and called it “one of the threats to traditional values.”
The law prohibiting the adoption of children by citizens of countries where “gender reassignment” is allowed was submitted to the State Duma in July 2024 and adopted on November 12. The explanatory note stated that it was aimed at “making impossible any possibility of adoption of Russian children by representatives of the LGBT community.”
