In total, 120 analyzed purchases, which totaling almost UAH 65 billion, won 95 companies. Some of them received several major contracts at once.
Most purchases were energy – petroleum products, fuel and electricity, the total amount of such tenders reached UAH 30 billion, which is almost half of all analyzed purchases. Another UAH 18.2 billion went to construction and repair, and UAH 6.7 billion for additional transport services and tourist logistics.
The most winning companies are registered in Kyiv – 44, Dnipropetrovsk region – 14 and Odessa region – 11.
Interestingly, 19 winning companies were related to 16 financial and industrial groups (FPG). For example, two companies with FPG “Family Reva Group”-LLC “NVP Garant-Energo” and LLC “Garant Energo”-received tenders for 374 million UAH. Their participant is Michael Reva, who also has ties with the expert of the State Forestry Agency Yuri Bolokhovets.
Although the most funds were directed to energy contracts, the most expensive purchases were construction ones. Seven of the ten tenders with the highest amounts in 2024 concerned the repair and maintenance of roads,
Other significant purchases include the construction of a structure for the protection of electrical equipment of the Dniester HPP worth UAH 4.2 billion. The contract was received by Zhytomyr PE “Elitebud-1”, whose co-owner is Denis Boleyko. The open base of the assistants of the People’s Deputies shows that his full namesake worked as an assistant to the people’s deputies Sergei Pashinsky and Oleg Chepitsky, and also appears in the declaration of the former head of the National Police Department of the National Police Ruslan Marchuk as a landlord.
The company “Motoragistral-South” took three places in the TOP-10 in terms of the won tenders. It received four contracts totaling UAH 4.6 billion, with three of them in the dozens of the most expensive purchases of the year. Its owner is Odessa Alexander Boyko, who had previously had business connections with Rostodorstroy FPG. The same group also includes LLC “Rostdorstroy”, which took 7th place among the largest winners of the tenders, receiving contracts totaling UAH 1.2 billion.
Another major winning company was LLC “BerezivkaAgroshlyakhbud” from Odesa region, which won the tender by UAH 1.2 billion. The main owner of the company (82.86%) is the deputy of the Odessa regional council Prince Khachatryan. During the entire period of work, the company received government orders for more than UAH 24 billion.
In the energy sector, significant contracts received LLC “Target Energy” (UAH 1.1 billion), connected with the former assistant of the People’s Deputy Oleg Meydich, and KP “Lebedinteploenergo”, which concluded an agreement for heat supply of UAH 1.6 billion.
LLC “Shlyakhovik-T”, which has won the tender for road repairs in Lviv region by UAH 1.5 billion, has links with local officials. According to investigators, the company rents equipment from firms fined for conspiracy on tenders in 2020.
Some companies have not been included in the dozens of the most expensive purchases, but have won several contracts for large amounts. For example, Naftogaz Trading Gas Company received four contracts of UAH 589 million each, which gave UAH 2.4 billion.
