Details: According to the investigation, at the end of 2024, a 49-year-old local deputy agreed with a 28-year-old local resident to enter into a fictitious marriage with her 18-year-old sister, who has a disability of the II group due to a mental illness and cannot realize the meaning of her actions.

The man chose his sisters as objects for his cynical plan because of their difficult financial situation and vulnerable psycho-emotional state.
In the future, he used the documents on the state of health of the new “wife” and the certificate of marriage registration with her as a basis for obtaining an illegal deferment from mobilization.
He agreed with the accomplice that he would pay her 3,000 hryvnias per month out of gratitude for the “equipment”. The suspect spent part of these funds to repay loans.
As the prosecutor’s office notes, during the investigation, a striking contrast was established between the living conditions of the person involved and his fictitious wife. The deputy, who at the same time is the director of the market and the owner of several farms, lived in a wealthy house. His “wife”, who needs care and treatment, lived in an abandoned hut without proper living conditions.
The perpetrators are suspected of recruiting and moving a person with a disability for the purpose of their further exploitation, as well as evading conscription for military service during mobilization in a special period (Part 2 of Article 149, Article 336 of the Criminal Code of Ukraine). Currently, the issue of choosing preventive measures is being resolved. On November 6, a man and a woman were detained. The question of choosing preventive measures for the suspect is being resolved.
