The Ministry prepared such a decision taking into account the consequences of mass shelling, in particular in January 2026. Due to the attacks in some cities, including in Kyiv, there were long interruptions with heat and water supply. Restoration work is ongoing in the capital. In total, about 6,000 residents of high-rise buildings in the capital remained without heat supply in Kyiv.
The resolution stipulates that utility service providers must record for each multi-apartment building how many days the service was absent or provided with poor quality. For the days when services were not available due to the liquidation of the consequences of shelling or accidents, the fee is not charged; the cost of services is recalculated for the entire period of their non-provision, provision of incomplete or inadequate quality, and the results of the recalculation are automatically reflected in the next month’s payments – without appeals from consumers.
The resolution enters into force on the day of its publication and applies from January 1, 2026.
