Details: It is noted that the PACE unanimously adopted a resolution on the basis of the report of Eerik-Nilez Cross (Estonia, ALDE), which states that the platform members should be “persons of the highest moral qualities”, which, among other things, share the values of the Council of Europe, unconditionally recognize the sovereignty, and territoriality.

It is expected that the new platform will promote the ability of Russian democratic forces “to make a sustainable democratic transformation in Russia and to help achieve long -term and just peace in Ukraine, as well as ensure that Russian figures are held accountable for international crimes.”
The PACE emphasized that it honors the devotion of “those Russian human rights defenders, democratic forces, free media and independent civil society, which oppose the totalitarian and neo -imperialist Russian regime, fight for democracy, human rights and the rule of law, and also support Ukraine.”
At the same time, the Assembly emphasized that unlike the Belarusian democratic forces, “Russian democratic forces do not have a single, united political structure.”
Therefore, PACE called on Russian groups and exile initiatives to unite to defend democratic changes in Russia, to expose crimes of the Russian regime and to support Ukrainians.
The platform participants – the composition of which should still be determined on the basis of certain criteria – will be able to maintain bilateral exchange with the Assembly on issues of common interest, and will also be able to participate in the meetings of individual committees during sessions.
