Details: According to the investigation, the lieutenant colonel of the State Border Service of Ukraine together with his cousin, a citizen of the Russian Federation, turned the border into a paid “passage” for men of conscription age.

The Russian, while in Europe, was responsible for finding “clients” among men of military age through Internet messengers and personal contacts.
His cousin – an official of the State Security Service Administration – ensured the practical implementation of the scheme. Using official knowledge and access to internal procedures, he forged letters about official business trips from an international organization.
It was established that from May 2024 to May 2025, they produced forged letters of request allegedly from the representative office of the International Organization for Migration in Ukraine.
In the future, the documents were sent through an online service for sending fake e-mails – the sender’s address was changed, and the sender indicated a mailbox that is official for an international organization. After receiving the documents to the DPSU e-mail, the person involved personally supervised the adoption of positive decisions.
For 17,000 – 20,000 US dollars, those involved transported conscripts to the countries of the European Union. Funds were transferred to a crypto wallet.
A total of 81 fake documents were prepared. During the year, 76 conscripts who illegally left Ukraine and have not returned have used the scheme, the OGP notes.
Currently, both relatives are suspected of committing criminal offenses provided for in Part 3 of Article 332 of the Criminal Code of Ukraine – illegal transportation of persons across the state border of Ukraine, assistance in its commission by advice and removal of obstacles, committed in relation to several persons, by prior collusion by a group of persons, by an official using his official position, for selfish motives, Part 2 of Art. 15 – completed attempt to illegally transport persons across the state border of Ukraine under similar circumstances and Part 3 of Art. 358 of the Criminal Code of Ukraine – forgery of official documents, committed by a group of persons in a prior conspiracy.
Sanctions of the articles provide for punishment in the form of imprisonment for a term of up to 9 years.
Searches were conducted at the place of residence and service of one of the participants in the criminal proceedings, an employee of the State Security Service. Law enforcement officers seized computer equipment, hard drives, mobile phones and cash in the amount of 20,000 US dollars.
SBI investigators are preparing a petition for the selection of a preventive measure in the form of detention for the official, as well as for his removal from office.
The citizen of the Russian Federation, who was engaged in the search for clients, is planned to be declared an international wanted person.
