“It was he who controlled the operation of the so-called “laundry room”, where funds obtained in a criminal manner were laundered. From an apartment on the upper floors of a building on Hrushevsky Street in Kyiv, “Carlson” determined to whom and how much to issue or transfer cash, as well as coordinated influence on officials of central authorities to resolve issues in his own interests – in particular, in the energy and defense spheres,” the report says.
NABU also made public another part of the conversations between those involved in the case.
“In conversations recorded by detectives, he (“Carlson” – ed.) manages financial flows, discusses the booking of proxies through fictitious employment, gives instructions on “security” and shows awareness of the possible attention of NABU,” the bureau said.
Mindich, who, according to law enforcement sources, left Ukraine shortly before the searches, has not yet commented on the situation.
Separately, on November 11, NABU reported the detention of five people in the case of “the activities of a criminal organization, which included current and former officials of the energy sector, a businessman known in the media, and other persons”, who “built a large-scale corruption scheme to influence the activities of strategic enterprises of the state sector, in particular JSC NAEK Energoatom”.
As the bureau’s press service reported, a total of seven persons were notified of the suspicion, these are:
• businessman – head of a criminal organization;
• former adviser to the Minister of Energy;
• executive director for physical protection and security of JSC NAEK Energoatom;
• four persons are “employees” of the back office for legalization of funds.
NABU currently does not specify which of the suspects was detained.
NABU also noted that the special operation to document the activities of the criminal organization lasted more than 15 months – from the summer of 2024, and during this time “a large array of data was collected and thousands of hours of audio recordings were obtained.”

In addition to the data on the searches in Mindich, it was also reported that NABU detectives came to search the former Minister of Energy Herman Galushchenko, who is currently the Minister of Justice.
The Ministry of Justice later confirmed that investigations were conducted with Galushchenko’s participation, and stated that the minister provides “full assistance” to law enforcement agencies. At the same time, as noted in the ministry, “due to the need to maintain the secrecy of the pre-trial investigation, the minister refrains from public comments until the relevant procedural actions are completed.”
On November 10, the Verkhovna Rada registered draft resolutions on the dismissal of Herman Galushchenko from the position of Minister of Justice of Ukraine, as well as Svitlana Grynchuk from the position of Minister of Energy.
After that, Grynchuk said that she will not react now, because she “does not understand the claims.”
NABU detective Oleksandr Abakumov said on the air of the “Ukrainian Pravda” program that during the investigation of this case, detectives “in different situations” recorded four Cabinet ministers. According to him, we are talking about officials from different periods, that is, they are not all four current ministers.
He stated that at the moment there are two leaders of the criminal organization under investigation, but the detective did not specify their names and refused to comment on whether Timur Mindich was one of the leaders.
