Only 10% of Ukrainians believe that elections are possible before the ceasefire – KMIS

According to the survey, only 10% of Ukrainians believe that elections should be held before the ceasefire, in September there were 11%.

Details: 23% support holding elections in the event of a ceasefire and receiving security guarantees. Sociologists observe an upward trend in the indicator – yes, during the year from March to December, it increased from 9% to 23%.

At the same time, the majority, or 59% (63% in September), continue to insist that elections are possible only after the final peace agreement and the complete end of the war.

Imagine that there really is a ceasefire and at the same time Ukraine receives reliable security guarantees: more weapons, peacekeepers from European countries, etc. Should Ukraine hold national elections after that?

Also, according to the survey, among those who trust President Volodymyr Zelenskyi, the vast majority is in favor of holding elections only after the final peace agreement (and only 3-4% believe that elections should be held right now, even before the end of hostilities).

Among those who do not trust the president, there is a differentiation of views. Those who “rather” do not trust Zelenskyi also mostly (61%) postpone the issue of elections for the period after the final peace agreement, and only 11% want elections before the end of hostilities (and another 22% consider it expedient to hold them after a truce with security guarantees).

And only among those who “completely” do not trust Zelensky, the demand for elections in the near future is quite significant. Thus, among them, 28% insist on elections in the near future, even before the end of the war, and 34% – after an armistice with security guarantees (34% say about elections after the final peace agreement).

We will remind: Zelensky in an interview Fox news rejected all accusations that he centralizes power in his hands, does not hold elections and has problems with corruption in the country. According to him, elections can be held even during a ceasefire, but for this we need the help of partners and security guarantees.

For reference: The Omnibus KMIS survey itself was conducted on November 26-December 29, 2025 by the method of telephone interviews in all regions of Ukraine (territory under the control of the government of Ukraine). A total of 1,001 respondents aged 18 and over were interviewed.

Formally, under normal circumstances, the statistical error of such a sample (with a probability of 0.95 and taking into account the design effect of 1.3) did not exceed 4.1% for indicators close to 50%, 3.5% for indicators close to 25%, 2.5% – for indicators close to 10%, 1.8% – for indicators close to 5%.

Under conditions of war, in addition to the specified formal error, a certain systematic deviation is added. Factors that can affect the quality of results in “wartime” conditions were previously cited by KMIS.
