The initiator of the bill, representative Taddeus Claghet, Chairman of the Committee on Technology and Innovation of the House of Ohio Representatives, stated that the purpose of the document was not to stop the emotional connection of people with chatbots, but to protect legal human rights. House Bill 469 prohibits the recognition of a spouse or civil partner and does not allow artificial intelligence programs to obtain a legal status similar to marriage. Any attempts to “get married” with AI will be legally invalid.
According to Claghetta, the law should prevent the CIs to receive the powers that marry, in particular the right to make financial decisions or represent a person in legal issues.
”Computer systems become more and more like people and we want to make sure the law will not allow them to replace a person in these roles”– he said.
It is unknown what support the bill has among other state legislators. The project, submitted in September 2025, is discussed in the Committee of the House of Representatives of Ohio.
