Colonel General Kim Yong Bok, the deputy chief of the General Staff of the KPA, and in fact one of the key figures within the DPRK army, was sent to the Russian Federation, probably among 500 middle and high-ranking officers. His mission in Russia is not exactly known.
The WSJ notes that this Kim Yong Bok is not very well known in the DPRK. There is not much information about him in Seoul’s intelligence database of more than 680 high-ranking North Korean officials. There is information that Kim Yong Bok previously commanded a special forces corps numbering several hundred thousand people, the mass media write.
