“The Ukrainian delegation will also have bilateral meetings with the American side. Ukraine is ready for real steps. We believe that it is realistic to achieve a decent and lasting peace. We believe that the bilateral document on security guarantees with the USA is ready, and we look forward to further substantive work on documents on reconstruction and economic development,” he wrote in a telegram.
The Secretary of the National Security Council Rustem Umyerov also announced that there will be a bilateral meeting with the USA.
“We will discuss the signing of security guarantees and the prosperity package (recovery package). We will also discuss some bilateral issues,” he said on the air of the telethon.
According to him, then a tripartite meeting is planned.
“The Russian side will be heavily represented. They will have a mandate to discuss military-political issues. After that, we will report to President Zelensky on Wednesday and Thursday,” the NSDC secretary said.

When asked about the negotiations with Russia, whether the issue of the energy truce and the territory will be raised, Umerov said that “we are constantly touching all the things that our population needs.” He did not give details.
The other day it became known that the next tripartite meetings between Ukraine, the USA and Russia will take place on February 4 and 5 in Abu Dhabi. Before that, it was reported about a possible bilateral meeting between Ukraine and Russia in the UAE on February 1.
On January 31, the special representative of the Russian president, Kirill Dmitriev, had a meeting in Miami with representatives of the US administration: Steve Witkoff and Jared Kushner, Finance Minister Scott Bessent and senior White House adviser Josh Gruenbaum.
Witkoff and Dmitriev called the negotiations “productive and constructive.” It was not specified what exactly the parties discussed.
The first tripartite talks between Ukraine, the USA and Russia since the start of the full-scale Russian war took place on January 23-24 in Abu Dhabi.
On January 28, US Secretary of State Marco Rubio said that the territorial issue remains unresolved. Russia demands the withdrawal of the Armed Forces from the part of the Donetsk region that its troops did not capture.
On January 25, President of Ukraine Volodymyr Zelenskyi, while visiting Vilnius, stated that Kyiv’s position regarding the territories has not changed, and that all parties should be ready for compromises. He also noted that bilateral security guarantees with the USA are “100%” ready, and Kyiv is waiting for their signing.
Earlier in December, Zelenskyi said that the issue of possible territorial solutions should be decided by the people of Ukraine “in the format of elections or in the format of a referendum.”
Instead, the Kremlin continues to reject Western security guarantees for Ukraine and signals adherence to its maximalist goals in the war, ISW analysts previously noted.
