“For example: in place, who decides whether the Russians have broken the agreement, or are Ukrainians? Who develops the rules of application? What territory should be protected? Soldiers should only monitor or also protect, and if so, what weapons? Nothing is defined,” Dragon said.
European officials discuss the plan for sending British and French troops to Ukraine as part of a peace agreement, with about 10 countries ready to provide their military.
