NATO Secretary General: Partners agree on two levels of security guarantees for Ukraine

NATO Secretary -General Mark Rutte said that security guarantees for Ukraine and the United States will consist of two levels.

Details: NATO Secretary General noted that Ukraine, the United States and Europe are working together on how future security guarantees should look like. According to him, there is now an agreement that there will be two levels of guarantees.

“At the first level, there will be, in fact, the establishment of a peace agreement or a ceasefire, or a combination of both. Therefore, the first level will be to ensure that the Armed Forces of Ukraine are as exacerbated as possible so that they can withstand any difficulties,” Rutte said.

The second level is, according to him, “that the United States and Europe will give.”

“We, in fact, work on it. And as we all know, the Budapest Memorandum and the Minsk negotiations also did not lead to real guarantees. And our new guarantees should not be so,” he said.

Rutte stressed that future guarantees should be such a level that “Vladimir Putin, sitting in Moscow, never even thought of attacking Ukraine again.”
