NATO Secretary General Mark Rutte confirmed that the West is considering three levels of security guarantees for Ukraine.

Details: The Secretary General believes that the main purpose of the security guarantees that will come into effect after the armistice is to increase the price of a possible new attack on Ukraine for the Russian Federation.

He refused to comment on the substance of the publication edition of the Financial Times about the agreed principles of guaranteeing the security of Ukraine, although he admitted that he had read this message.

However, he confirmed that now the agreements “are about security guarantees that have three levels.”

According to him, the first level of guarantees is a “strengthened Ukrainian army”, which will be supported by funding from partners. “It will obviously be the first line of defense if the Russians decide to attack Ukraine again. And we all feel the obligation to ensure that the Ukrainian army is ready for self-defense,” the Secretary General said.

The second level, as Rutte noted, is a “coalition of the determined”, “which the French and the British brought together”. However, he refrained from specifying how it would act in the event of an attack, only stating that the goal of the coalition is not only to ensure that the Ukrainian army has everything it needs, “but also to guarantee other steps.”

“And the third level is the United States, which said in the summer that they want to join,” concluded the Secretary General’s explanation.

All three levels should together provide such a level of deterrence to give confidence “that there will never be a new attack by Russia.”

“I will not comment on the Financial Times information, except to confirm that this was exactly the goal – to make the security guarantees so strong that a new attack would be a very bad decision for Russia,” he concluded.
