Details: It is noted that the released report differs sharply from the report for 2023, which mentioned the text of the Vilnius Declaration in 2023, where the Allies stated that “the future of Ukraine is in NATO and that the Alliance will support Ukraine on its path to future membership.”

The 2024 report only stated that the Allies are actively cooperating with 16 bilateral partners: “NATO partners have created special structures for relations with Ukraine and Georgia.”

The report briefly confirms the NATO Open Door policy, according to which the membership in the Alliance is open to any European democratic state, which is capable of facilitating the principles of the North Atlantic Treaty.

At the same time, the report did not mention the wording of NATO summit in Washington, which in the summer of 2024 acknowledged that the Allies would “support (Ukraine) on its irreversible way to full Euro -Atlantic integration, including NATO membership.”

Instead, the report lists other points approved by the Allies in Washington, which relate to the support of Ukraine in defense war against Russia.

Separately, the report marked the strengthening of NATO’s representation in Ukraine in order to deepen political dialogue, support reforms and provide practical assistance, but also without mentioning future membership.

In a preface to the report on Ukraine, NATO Secretary General Mark Rutte noted: “Looking into the future, NATO Allies are united in its desire for just and sustainable peace in Ukraine.”

What was before: According to the media, Donald Trump administration submitted to Ukraine last week in Paris a one -page document, which was submitted as a “final proposal” for a peaceful settlement. Among other things, the document suggests that Ukraine will not become a NATO member.
