Naftogaz and the EBRD signed an agreement for a recovered loan of € 500 million

Naftogaz of Ukraine and the European Bank for Reconstruction and Development (EBRD) have signed an agreement for a restored loan of 500 million euros, Prime Minister of Ukraine Yulia Sviridenko said.

“This is the largest project of the bank in our country. But the most important thing is that for the first time such a loan is provided under the EU guarantee, without the state guarantee of Ukraine, ”the Cabinet press service quotes the Prime Minister.

According to her, it will allow Ukraine to better prepare for the heating season and provide Ukrainian homes with warmth and light, even in the most difficult days of winter.

Naftogaz Board Chairman Sergey Koretsky noted that this agreement is a clear signal that partners understand the scale of the threats that the Russian Federation creates.

“Energy security today and energy independence in the future is our strategic priority,” he said.

The EBRD stated that they support Ukraine’s energy security, providing Naftogaz to a loan of 500 million euros to finance emergency gas purchases – this is the largest bank credit line in Ukraine.

It is noted that the EBRD Credit Credit is supported by the EU Guarantee, which covers 90 percent of the loan amount under its investment program for Ukraine.

The latest EBRD funding for Naftogaz took place after Russia’s large -scale attacks on the company’s production and processing capacity in the first half of 2025. This has led to significant production losses per year.

This is the fourth financial package that the EBRD has provided Naftogaz since Russia began a full -scale war against Ukraine in 2022. The total amount of funding for Naftogaz has increased to € 1.6 billion, including EBRD 1.27 billion euros and € 330 million grants provided by Norway through the EBRD.

According to the Ministry of Energy, in early August, the Russian military struck the gas infrastructure facility: the compressor station of the GTS operator of Ukraine in the Odessa region near the Ukrainian-Romanian border. This station was involved in a route that combines Greek LNG terminals with Ukrainian gas storage facilities through a transbalk pipeline, and has already been supplied by LNG from the USA and the test volumes of Azerbaijani gas.
