There are many reasons and factors that cause such a situation not only with murder but also by other violent crimes in the United States. The country has its own specifics and objective challenges for law enforcement. However, criminal policy also plays a great role. However, if the problem of crime was solved only by increasing the punishment and repression of criminal justice, we would have already had examples of states where such methods overcame crime.
When the crime becomes resonance Every day, horrific serious crimes are committed around the world, and suddenly one of thousands of such crimes become resonant. It is largely due to the victim, the social and cultural framework of society, the moment of committing a crime. For example, the murder of an elderly woman or a man is less likely to become resonant than the murder of a child or a young man.
Resonant murder is most often a story with an almost cinematic plot and a victim that embodies the features that cause the greatest empathy. In addition, sometimes crimes that go beyond the public understanding of violence become resonant. That is, the way of committing violence is abnormal or excessively cruel. Like the beating of students on the Maidan. Sometimes the crime becomes a “last drop” and overflows the cup of public patience on one or another issues – in this case there will also be resonance.
The resonance of a crime can have a very serious impact on society, politics and even lead to mass riots and revolutions. Victims of such crimes are often symbols of struggle and change.
In the United States, murders are committed throughout the country, but the murder of Irina Zarutsk has stunned a multi -million dollar country. Because it caused a widespread feeling of fear and helplessness. A young woman, defenseless, who did not provoke the attacker. The crime took place in public transport – a place where millions of Americans are located daily. This murder asked the US authorities the question: does the state do enough to protect its citizens?
But the problem is not in the softness of criminal policy. The problem is much deeper. In addition to quick decisions, the US authorities will still have to change approaches to public safety. Exam for Ukraine For Ukraine, every life of a citizen, broken abroad, matters – regardless of whether the crime of resonance acquires. Our Criminal Code (Article 8) provides for responsibility for foreigners who have committed serious crimes against Ukrainians even outside the state. Of course, the United States will not give us its citizen, but there is a legal assistance agreement between our countries. This means that the Ukrainian prosecutor’s office has every right to demand information about the course of the investigation and cooperate with American colleagues.
Equally important is the role of diplomats. The Embassy of Ukraine in the United States should support the family of Irina – both morally and practical. After all, Ukrainians around the world should feel that the state will not leave them alone with tragedy.
