“The legislation did not envisage any special actions by Shabunin in case of business trip: his task was to carry out an order, to go on a business trip. The question of receiving or non -receipt of payments of a serviceman does not depend on his will and does not calculate them. These issues are governed by the state, and if it believes that an unreasonable payment is made, there is an institute of civil law, which can be claimed to refund the funds, ”the statement reads.
Shabunin is suspected of performing actions taken by state bodies, because “the serviceman does not decide how much he should be accrued and by whom, he is a subordinate person who is in the” hands “of the state and dependent on it during his service.
The signatories believe that the actions of the pre -trial investigation bodies “can be regarded either as complete incompetence of officials and inconsistency with the position, or as a purposeful attack for pressure on Vitaliy Shabunin, who continued to criticize the work of state bodies during military service.”
According to NGOs, Shabunin’s criminal prosecution has signs of politically motivated.
Among other things, public organizations urge the President of Ukraine to express a public position on the inadmissibility of politically motivated persecution of public figures.
On July 11, she became aware of Shabunin’s searches at the place of service and at home. Subsequently, the DBR reported that the activist was suspected of systematic evasion of military service and the use of the Armed Forces of the Armed Forces without legal grounds.
According to the DBR, the person involved in the case “illegally used the SUV, imported into Ukraine as humanitarian assistance for the needs of the army – without proper registration and in the absence of legal grounds.”
The CPC suggests that the DBR’s charges relate to the episode and the period of time from September 2022 to February 2023, when, during the stay of its unit, Troy in the Kyiv region in Sukholucci Shabunin, according to the CPC, was seconded to the National Corruption Agency (NAK).
“The DBR’s prosecution is absolutely absurd, since Vitaliy was seconded to the NAPC according to an order that as a soldier simply could not fail. Failure to comply with the order – a direct violation of the law … During a business trip to the NAPC, Vitaliy was engaged in the promotion of anti -corruption changes and reforms, including in the defense sector, ”the organization says.
Shabunin considers criminal proceedings against him “a step on the way to the corruption authoritarianism of Zelensky.”
The President’s office did not comment on this case.
Last March, Vitaly Shabunin, Chairman of the Board of Corruption Center, argued that the State Bureau of Investigation registered two criminal proceedings against him for allegedly evasion of military service and forgery from NAPC documents.
He stressed that he did not evade military service, and also published a photo of a military ticket, stating that he made a military oath on February 25, 2022. Shabunin considers him “idiotic”.
Then the DBR stated that Shabunin’s criminal case obliged the court. Tatiana Sapyan’s Communications Advisor on Communications of the State Investigation Bureau on Radio Svoboda noted that the DBR investigators opened criminal proceedings in December 2023, under two articles – “Forgery of Documents” and “Military Service”. According to her, the proceedings were united. At that time, Shabunin had no procedural status in this criminal proceedings.
