Emergency crews of energy workers in Chernihiv region are unable to start work on restoring electricity supply due to the “continuous terror of Russian drones”, the Ministry of Energy of Ukraine declares.

“The Russians are deliberately launching unmanned aerial vehicles that continuously circle over the damaged objects, making it impossible to carry out the work safely and deliberately prolonging the humanitarian crisis,” the statement said.

The Ministry of Energy was reminded that the day before Russian forces attacked the civilian energy infrastructure in Chernihiv Oblast, as a result of which Chernihiv and the entire northern part of the region were completely cut off, and now the Russian army is preventing the repair of networks with new attacks.

“The attack on the energy system of Chernihiv Oblast, which left hundreds of thousands of people without electricity, is direct evidence that Russia’s real goal is the genocide of the Ukrainian people,” the ministry emphasized.

Earlier, the head of the regional military administration Vyacheslav Chaus reported that there is no electricity supply in Chernihiv and the northern communities of the region due to a massive Russian attack.

“The region suffered a massive attack by attack drones. According to the consolidated data of the Air Defense and Defense Forces, 51 air targets were recorded during the day, including two ballistic missiles. Unfortunately, there are two hits by “Shakheds”: a heat supply facility and an energy facility in two communities of the Chernihiv district. Because of this, the power supply in Chernihiv and the northern communities of the region has been disconnected,” Chaus wrote in a telegram on the morning of October 21.

According to him, energy workers are working on restoration, and critical infrastructure has been transferred to generators.

“Partially deployed points of invincibility. In case of longer periods of restoration of electricity supply, such points will be deployed additionally,” he said.

“Chernigivvodokanal” reported that they have started the start-up of the company’s facilities from alternative power sources, and also noted that in the morning water delivery to certain areas of the city will be organized.

The Russian military regularly attacks Ukrainian regions with various types of weapons – attack UAVs, rockets, anti-aircraft missiles, and anti-aircraft missiles.

The leadership of Russia denies that the Russian army during a full-scale war inflicts targeted strikes on the civilian infrastructure of the cities and villages of Ukraine, killing the civilian population and destroying hospitals, schools, kindergartens, energy and water supply facilities.

The Ukrainian authorities and international organizations qualify these strikes as war crimes of the Russian Federation and emphasize that they are purposeful in nature.
