The Ministry of Energy reports that 10 settlements in Ternopil Oblast have also been cut off due to weather conditions, and repairs are underway.
In addition, the agency informs that in order to preserve the integrity of the energy system in most regions, emergency shutdowns are now forced to be applied due to equipment overload in conditions of very high consumption levels.
Network restrictions continue to apply in Kyiv, Kyiv and Odesa regions – the return to the predicted hourly outage schedules will take place after the situation in the power system stabilizes, the ministry adds.

After the last massive attacks by the Russian Federation, the power system of Ukraine is under a state of emergency. In particular, on January 20, Kyiv suffered another attack by the Russian Federation, 5,635 high-rise buildings were left without heat, almost 80 percent of them are houses to which the heat supply was returned after the shelling on January 9. According to local authorities, as of the morning of January 23, 1,940 high-rise buildings remain without heat. Most of these houses are on the left bank of the city, in the Pechersk district, some in Holosiivsk and Solomyansk districts.
According to the mayor of the city Vitaliy Klitschko, the Russian attack on January 9 was the most painful for the city’s critical infrastructure. He emphasized that the situation is the most difficult in four years. Emergency blackouts have been ongoing in the city since then.
Since the beginning of the full-scale invasion in February 2022, Russia has been striking Ukraine’s energy infrastructure. Since the beginning of the fall of 2025, Russian forces have intensified their attacks on the Ukrainian energy industry.
The Security Service of Ukraine qualifies Russia’s strikes on Ukrainian energy infrastructure as crimes against humanity. The SBU previously noted that since the beginning of this year’s heating season, it has documented at least 256 air attacks by the Russian Federation on energy facilities and heat supply systems of Ukraine.
