The first version of the Ukrainian model is planned to be presented by the end of 2025 and it will become accessible to government agencies, universities, scientists, public organizations and business.
The Ministry of Defense has signed a memorandum with Kyivstar for LLM development. The mobile operator will be a strategic partner and investor of the project.

According to the Minister of Digital Transformation of Ukraine Mikhail Fedorov, the national language model will be the foundation for new products based on artificial intelligence created within the country, as well as for “startups, investments and growth of the Ukrainian economy”.
Fedorov also notes that Ukrainian LLM will better understand Ukrainian, history and context compared to foreign models. The Minister notes that his own model is a prerequisite for storing data and an important step to digital independence.
In addition to a better understanding of the Ukrainian context, the model will also be more accessible and cheaper for Ukrainian users. At the same time, Fedorov says that it will be safer, because all the data will be stored in Ukraine and will be protected for the state and defense.
