MFA: as winter approaches, Sweden increases its support to the Ukraine Aid Fund by 35 million euros

Sweden will increase its support of the World Bank’s URTF fund to help Ukraine by 35 million euros as winter approaches, the country’s Foreign Ministry said.

“As winter approaches, Sweden is increasing its support to the World Bank’s Ukraine Relief, Reconstruction, Reconstruction and Reform Fund (URTF) by SEK 385 million (EUR 35 million – ed.). The fund makes it possible to meet the most urgent needs, to strengthen the stability of Ukraine and its long-term recovery,” says the message published on the social network of Kh.

As of September, according to the Ministry of Finance, from February 2022, Ukraine received more than $145 billion in international financial aid, which made it possible to maintain macro-financial stability in the face of a full-scale war and guarantee all necessary social expenditures.

As of September 2025, the URTF has mobilized over US$2.4 billion in donor contributions, of which US$2 billion has been programmed and US$1.4 billion has been disbursed. URTF-supported activities have reached more than 20 million Ukrainians, of whom 10.2 million are women.

The URTF program focuses on three areas: government capacity and assistance; recovery, reconstruction and reforms; interdisciplinary direction of development and management efficiency.

Since February 24, 2022, Russia’s invasion of Ukraine has caused civilian casualties and hardship, damaged infrastructure and productive assets, and disrupted the economy. According to the World Bank’s Fourth Rapid Damage and Needs Assessment (RDNA4), direct damages reached $176 billion, and the total cost of reconstruction and recovery is estimated at $524 billion over the next decade. Housing, transport, energy, trade and industry, as well as education were the most affected.
