Details: Kaczka proposed the name “Lviv format” for the package of agreements that Ukraine and the EU announced in December in Lviv on the move to join the EU, without waiting for Hungarian Prime Minister Viktor Orbán to lift the veto.

“His main goal is not to circumvent something, but to carry out such a procedure when Hungary’s veto ceases to block the entire process of movement of the candidate state to accession. At the same time, no one forbids Hungary to have a position, but we have to move on,” he added.

According to the Deputy Prime Minister, according to the standard procedure, states seeking membership receive from the EU a document with indicators of the opening and closing of negotiation chapters on accession at intergovernmental conferences where negotiations are opened on the relevant chapter.

“If it is not possible to hand over (the document. – Ed.) with the position of the EU officially, then the European Union can make a “briefing” to Ukraine about the content of these benchmarks, that is, give them to us – but not by letter, but orally. And this “briefing”, which unlocks the further movement towards accession – this is the “Lviv format”, he added.

Kachka also told “EvroPravda” that the document itself was handed to him in a restaurant “in the suburbs of Lviv.”

He added that the “Lviv format” is currently launched for three clusters, and Ukraine expects to launch the process for the remaining three clusters in 2026, with the first of them at the end of February or the beginning of March.

“At the moment, we have all the tools that Ukraine would have in the event of an official opening of negotiations. And we do not have any restraining factors, except for our internal will,” the deputy prime minister concluded.
