Details: Budris, signing on behalf of Lithuania the convention on the creation of a compensation commission, emphasized the importance of holding Russia accountable – because this is a necessary condition for establishing a stable peace. He also emphasized the need to expand the circle of signatories, “to include all relevant states in this process.”

According to him, the creation of a commission that will determine the amount of reparation payments for Ukrainians is of particular importance for Lithuania.
“Our history teaches us how vital reparations and responsibility for international crimes are. At one time, there were no reparations for the Soviet occupation of Lithuania and other Baltic states under the Molotov-Ribbentrop Pact. And now Putin and his regime act as if these crimes never happened!” – he explained to others present.
Budris expressed confidence that the lack of reparations for the Baltic occupation was one of the reasons why Putin launched new aggressions.
“This denial of crimes and this impunity inspired Russia to aggression against Georgia in 2008, and against Ukraine in 2014 and again in 2022,” he explained.
According to the minister, the creation of such a mechanism for Ukraine will send a signal to Russia that aggression will never be legitimized by the international community, and responsibility and justice will inevitably follow.
