The press service of the May Day District Court of Bishkek indicated the initials of the detained persons involved. In addition, it is known that the criminal case was initiated by the State Committee of National Security (DKNB).
The journalists learned that one of the arrested was the employee of the Russian House (the Representative Office of the Rossspigning) in the city of OSh Natalia Seclerin. She was charged under Article 416 (1) of the Criminal Code (“recruitment, financing, financial support, training of mercenaries for use in armed conflicts of other states”).
The second arrested, according to Radio Azatik, is the employee of the press service of the City Hall Sergey Lapushkin. He is charged with part 3 of Article 43 and part 1 of Article 416 of the Criminal Code (“Organization of recruitment, financing, financial support, training of mercenaries for the use of other states in armed conflicts”).
Natalia Sekirina’s husband refused to comment. He said he would respond after consultation with a lawyer, but never contacted journalists.
In addition to Secernay and Lapushkin, two more people have been detained in this case. Their persons are still unknown. All four were arrested until June 17.
In Kyrgyzstan, several citizens were convicted in the case of hiring for participation in the war of Russia against Ukraine. In mid -January 2023, Ascar Kubanichbeck Wul was detained, and in May of that year he was sentenced to 10 years in the colony. After announcing the sentence, the Kyrgyzstan asked for a citizenship for the Russian authorities, after which several Russian officials urged him to be released and promised a Russian passport.
In January 2024, the court in Bishkek revised his case, appointed seven years in prison with probationary supervision for a period of three years and released. At the end of April, it became known that Ascar Kubanichbeck Wul fled from Kyrgyzstan to Russia. A member of the Council of Human Rights of the Russian Federation Kirill Kabanov claims that he went to war for the second time, and whether he received Russian citizenship is unknown.
