Klitschko in a written response to the request of “Public” stressed that the decision of the Kyiv City Council concerns only the implementation of the rules of the law on local self -government, which defines the authority to ensure the continuity of the functioning of local self -government bodies in martial law.
“This decision is necessary to ensure the solution of urgent economic issues and ensuring the life of the capital. Even the law on the legal regime of martial law indicates that local self -government bodies must exercise their powers conferred on them by the Constitution and laws of Ukraine. That is, the decision of the Kyiv City Council does not restrict the powers of the KMVA.”
Instead, the head of the Kyiv City Military Administration Timur Tkachenko wrote in his Telegram that Klitschko is trying to deprive the KMVA right to make decisions.
“Only the one who appointed it there may take away the authority from the military administration during the martial law,” Tkachenko said.

Tkachenko called Klitschko’s “strange” statement about “usurpation of power” in the capital. He noted that he was talking to the capital’s head of priorities in the work of the military administration, but in response he saw “not help, but empty accusations.”
