As reported on the website of the Commissioner, at the stage of consideration of the bill, Taras Kremin sent remarks to the profile committee of the council, which concerned the inadmissibility of proposals to give foreigners citizenship of Ukraine in a simplified manner – without first passing the exams for knowledge of the state language, the Constitution and history of Ukraine.
It is noted that the final version of the document managed to maintain the principle of mandatory state language at the level not lower than B1 for everyone to become citizens of Ukraine.
“The Ukrainian language is the basis of civic identity. The law in the new version allows to maintain unity, to avoid discriminatory norms and to prevent language disintegration that could arise as a result of unreasonable exceptions for certain categories of foreigners, ”Kremin stressed.
The Ombudsman’s office also pay attention to the preservation of the current requirement: foreigners who have prominent services to Ukraine (including contract servicemen) can obtain citizenship without taking a language exam, but are obliged to pass it within the prescribed period.
The Verkhovna Rada has adopted a law as a whole, which provides for the introduction of a multiple citizenship institute.
According to Olena Shuliak, the head of the Servant of the People Party, changes in the legislation will help “keep the bonds of millions of Ukrainians who were forced to leave during a full-scale war and earlier, with their homeland, to attract investments from abroad and adapt Ukraine to European standards.”
The document, in particular, stipulates that multiple citizenship is not allowed for people who have citizenship of a country recognized by the Verkhovna Rada of the aggressor or occupier state, or one that does not recognize the territorial integrity and sovereignty of Ukraine.
