At the same time, 29% place the responsibility primarily on the Ukrainian authorities, which, in their opinion, were inadequately prepared, another 8% believe that the main reason is insufficient support from Western partners.
KMIS reminded that Russia also continues the information war against Ukrainians and, in particular, this can be seen in the situation of lack of electricity. Sociologists have observed the spread of narratives that shift the focus and responsibility from the Russian military itself to, for example, Ukraine itself (in the form of criticism of the Ukrainian government) or to Western partners. Therefore, KMIS decided to ask questions about what is the main reason for the lack of electricity.
Since the beginning of the full-scale invasion in February 2022, Russia has been striking Ukraine’s energy infrastructure. Beginning in the fall of 2025, the Russian military intensified its attacks on the Ukrainian energy and gas infrastructure, which supplies people with gas during the heating season.
In Ukraine, due to damage to energy facilities as a result of Russian shelling, hourly blackout schedules and capacity limitation schedules are applied for industrial consumers and businesses.
On October 30, the UN Human Rights Monitoring Mission in Ukraine stated that due to Russian attacks there is a serious risk of dangerous consequences for civilians this winter, including long interruptions in heating, electricity and water supply. According to the UN, such interruptions will have a particularly painful effect on vulnerable groups of the population, such as the elderly, persons with disabilities and families with small children.
