59% of Ukrainians who are familiar with the investigation into the case of the so-called “Mindych films” believe that President Volodymyr Zelenskyi bears personal responsibility for the corrupt actions of Timur Mindych, a businessman and co-owner of the Kvartal 95 studio.

Details: According to the survey, 77% of respondents said that they know about NABU’s investigation into possible corruption schemes involving Timur Mindich. Of them, 35% noted that they are well aware of its essence, another 42% – heard something, but do not have a complete idea. At the same time, 22% of respondents reported that they do not know anything about this investigation.

Among the respondents who know about the case, 71% consider the investigation to be justified and assume that corruption may have taken place. Another 15% called the investigation dubious and aimed at putting pressure on the top leadership of the state, and the same number were undecided.

Also, 59% of those who know about the investigation consider the President of Ukraine personally responsible for Mindich’s actions. 30% of respondents do not share this opinion, another 11% could not decide.

For reference: The survey was conducted from November 26 to December 13 as part of the All-Ukrainian survey of public opinion “Omnibus”. 1,000 respondents were interviewed by the method of telephone interviews based on a random sample of mobile phone numbers in all regions of Ukraine (territory under the control of the Government of Ukraine). The survey was conducted with adults (aged 18 and older) citizens of Ukraine who, at the time of the survey, lived on the territory of Ukraine controlled by the Government of Ukraine. The sample did not include residents of territories that are temporarily not controlled by the authorities of Ukraine (at the same time, part of the respondents are IDPs who moved from the occupied territories), and the survey was not conducted with citizens who went abroad after February 24, 2022.

Formally, under normal circumstances, the statistical error of such a sample (with a probability of 0.95 and taking into account the design effect of 1.3) did not exceed 4.1% for indicators close to 50%, 3.5% for indicators close to 25%, 2.5% – for indicators close to 10%, 1.8% – for indicators close to 5%.

Under conditions of war, in addition to the specified formal error, a certain systematic deviation is added. Factors that can affect the quality of results in “wartime” conditions were previously cited by KMIS.

How and by whom was the special operation to destroy the independence of NABU and SAP implemented?

Prehistory:

  • On the morning of November 10, it became known that NABU conducts searches of businessman Timur Mindich and at the Minister of Justice Herman Galushchenko (as of November 12 Halushchenko was suspended from the position). At the same time, UP sources reported that Mindich fled abroad a few hours before the search.
  • On the same day, the National Anti-Corruption Bureau of Ukraine announced that it had uncovered a large-scale corruption scheme of embezzlement in the energy sector, as well as made public the audio recordings of the negotiations between the participants in this case.
  • On November 11, journalists revealed the names of all those involved in the investigation of mass corruption at Energoatom, who received suspicion from NABU. According to the “Schemes” project, Timur Mindich (who is called “Carlson” in the NABU audio recordings – ed.), ex-adviser to the Minister of Energy Ihor Myronyuk (“Rocket”), Dmytro Basov (“Tenor”), executive director of security at “Energoatom”, Oleksandr Zukermana (“Sugarman”), Ihor Fursenko (“Ryoshik”), Lesya Ustymenko and Lyudmila Zorina received suspicions.
  • Five persons from the list of suspects have been detained. Two of them – Mindich and Zukerman – left Ukraine.
  • November 12 “Quarter 95” reacted to the suspicion of businessman and co-owner of the studio Timur Mindich, which NABU announced within the framework of the case of energy corruption, stressing that he does not participate in the studio’s activities and does not influence its content.
  • On November 13, President Volodymyr Zelenskyi implemented the decision of the National Security and Defense Council to impose sanctions against Mindich and businessman Oleksandr Zukerman.
