Details: According to reports, the head of Chechnya, Ramzan Kadyrov, has an extensive network of representatives throughout Russia. The document received by the Central Committee was prepared and sent on behalf of the representative of the head of Chechnya in the Ural Federal District, Turpal Ilyasov.
The source that handed over Ilyasov’s letter to the CNS received it from the mail of Ilyasov’s son, Adam, who also works at this representative office, is the head of the secretariat and is responsible for interaction with the media.
The document itself, the CNS notes, is a kind of “darkroom” with instructions on what to comment on or not to comment on. As it follows from the text, it reflects the position of Kadyrov and the head of his administration, Galas Taymaskhanov.
“In particular, in the letter, you can see how in Russia language becomes a tool for building a parallel reality. For example, it is suggested to ignore any mention of the downing of the plane. Instead, it is recommended to call it a tragic incident,” the Central Intelligence Agency points out.
The letter, in particular, states that “we do not comment on the situation surrounding this incident; in the event that comments are allowed, we should avoid the wording of ‘hitting’, ‘air defense strike’, etc., and at the same time we should use the phrases mistake”, “air event”, “tragic coincidence”, etc.; we also do not comment on the work of air defense forces and means, especially the issue of placing air defense installations around the city of Grozny – this the prerogative of the Ministry of Defense”.
The letter then contains details of the behind-the-scenes intrigues of the Russian ruling elite. For example, it is claimed that the Russian Federation will never admit its guilt and this is Putin’s clear position. And therefore, this is just “a tragic accident that happened in the airspace of Russia.”
The letter also indicates that Putin is dependent on the loyalty of the rulers of Chechnya, the Central Intelligence Agency points out. The letter states that “also, Putin assured Kadyrov that the Chechen government acted absolutely in accordance with the challenges dictated by the situation,” and “the tragedy of the accident can be explained by the incompetence and inability to respond flexibly to the off-duty situations of air traffic controllers.”
Prehistory:
- On December 25, an Embraer plane of the Azerbaijan Airlines airline, en route from Baku to Grozny, crashed near Aktau in Kazakhstan. As a result of the accident, 38 people died.
