The bill supplements the Criminal Code of Ukraine with a new article and provides for criminal liability for two types of violations:
- Violation of sanctions (deliberate or negligent);
- Bypassing sanctions (only intentional).
The threshold, after which criminal liability will be valid, will be 100 non -taxable minimum incomes of citizens (UAH 151 400 in 2025).

In particular, violators are threatened with penalties (from 25,000 to 120,000 NMDG), imprisonment (from 2 to 10 years), a ban on holding certain positions (up to 15 years), confiscation of property and liquidation with confiscation of property for legal entities.
