In the USA, a new GUARD bill has been introduced, which can significantly limit the access of young people to artificial intelligence. The Verge writes about it.

Senators Josh Holley and Richard Blumenthal propose banning the use of AI chatbots by people under 18 and requiring companies to verify the age of all users. This may require uploading an ID or using other methods, such as facial recognition.

The initiative came after hearings in the Senate, where parents and experts asked to pay attention to the dangers of AI for children. The draft law states that chatbots must regularly remind that they are not human and cannot pretend to be human. AI that creates sexual content for teenagers or calls for suicide will also be banned.

Senator Blumenthal emphasized that the law establishes “strict protections against manipulative AI” and provides for criminal and civil liability for violations. According to him, large technology companies cannot be left unchecked, because they “time and again put profit above the safety of children.”

Such a bill could become one of the first federal steps in the US to regulate the interaction of minors with AI.

As a reminder, OpenAI recently reported that more than a million people communicate with ChatGPT about suicide every week. The company considers talking about mental health one of its priorities. Especially after OpenAI was sued by the parents of a 16-year-old boy who told the bot about his suicidal thoughts a few weeks before committing suicide.
