The bill will declare Russia and Belarus state sponsors of terrorism, if they do not return more than 19,000 children who, according to Ukraine, were stolen during the war.
Currently, only Cuba, Iran, North Korea and Syria have been recognized as terrorism in accordance with US law.
According to Graham, “Russia has earned the right to be in this list.”
