He stated that the regional government should provide additional work in this direction – “both protective and restorative.” However, according to him, the most difficult circumstances are still in Kyiv, where more than 1,400 apartment buildings remain without heating. Zelensky noted that the situation with nuclear generation was discussed in detail with the Minister of Energy. “For the Russian army, our nuclear generation facilities, including the infrastructure and networks connected to nuclear plants, remain virtually constant targets. And this requires a different level of response than is currently achieved. More protection and more communication with partners is needed so that the world does not remain silent about this threat,” he wrote in a telegram. Also, according to the president, during the meeting, the fulfillment of agreements by partners regarding the supply of missiles for air defense was discussed. “There shouldn’t be such situations when pauses in supply to Ukraine actually increase the result of Russian strikes. Since the beginning of the full-scale invasion in February 2022, Russia has been striking Ukraine’s energy infrastructure. Since the beginning of the fall of 2025, Russian forces have intensified their attacks on the Ukrainian energy industry.
The Security Service of Ukraine qualifies Russia’s strikes on Ukrainian energy infrastructure as crimes against humanity. The SBU previously noted that since the beginning of this year’s heating season, it has documented at least 256 air attacks by the Russian Federation on energy facilities and heat supply systems of Ukraine.
