Details: The spokesman added: “if Ukraine fulfills all conditions, the commission expects to start negotiations on clusters, starting with Cluster 1 “Basics”, as soon as possible in 2025.”
We will remind that on January 16, the commission sent the EU Council the first screening report on Cluster 1 “Basics” for Ukraine.
The presentation of the screening report is the first stage of the accession negotiations, in which the commission explains to the candidate his rights and obligations as a member state (explanatory meetings), and in the second stage he assesses at which stage the candidate is in terms of legal compliance and capacity apply the acquis (bilateral meetings).
“Last week, the report on the results of the screening concerned Cluster 1 “Basics”, which is the basis of the EU accession negotiations. According to the negotiating framework, it is opened first and closed last in the negotiations,” the European Commission explained.
As for the next steps, the screening report will now be discussed with the member states in the EU Council.
“After the Council of the EU agrees that the criteria for opening the cluster have been met, the countries have presented their negotiating positions, and the EU has agreed to its negotiating position, an intergovernmental conference is organized at which the cluster is officially opened for negotiations,” said the spokesperson of the European Commission.
He emphasized that a unanimous decision of all EU member states is necessary in matters of accession negotiations.
