The bus driver was arrested and charged with causing death and bodily harm, police said in a statement.
However, the police added that “there are currently no indications that the incident was caused intentionally.”
Pictures from the scene show rescuers helping people who were trapped under the double-decker bus.
A witness who owns a shop on that street told SVT that the bus crashed into a pole in front of the bus stop. He said several people ran into the store screaming.
Prime Minister Ulf Kristersson expressed his condolences to the victims and their families.
