“A significant number of houses without heat – more than four thousand multi-apartment buildings. All forces must be directed to relieve the situation. Governments must give non-linear proposals that will protect life and how to rebuild work – how to support our people, how to support business. Maximum coordination with business is needed – how to redistribute generation, existing consumption so that people can feel the situation stabilizes, what additional support programs are needed for people,” said Zelenskyy.
He added that on January 21, he expects a “concrete, clear list of actions and decisions” from the government.
Russian troops launched a massive attack on Ukraine at night. According to the Air Force of the Ukrainian Armed Forces, on the night of January 20, the Russian military attacked Ukraine with one Zircon anti-ship missile, 18 ballistic and 15 cruise missiles, as well as 339 attack UAVs, about 250 of which were Shahedi. The main direction of the attack is Kyiv region.
As the local authorities reported, a person was injured in Kyiv due to the Russian attack, and there are interruptions in electricity and water supply on the left bank. In Vinnytsia, a night Russian attack hit a critical infrastructure facility. The local authorities of Odesa also reported damage to the power plant. An attack on an industrial facility was announced in Poltava Oblast.
Since the beginning of the full-scale invasion in February 2022, Russia has been striking Ukraine’s energy infrastructure. Since the beginning of the fall of 2025, Russian forces have intensified their attacks on the Ukrainian energy industry.
The Security Service of Ukraine qualifies Russia’s strikes on Ukrainian energy infrastructure as crimes against humanity. The SBU previously noted that since the beginning of this year’s heating season, it has documented 256 air attacks by the Russian Federation on energy facilities and heat supply systems of Ukraine.
