The largest number of reports from citizens concerned violations of the legislation on the state language in Kyiv (1,117), as well as Odesa (445), Kharkiv (374), Dnipropetrovsk (261), Kyiv (105), and Zaporizhia (58) regions.
The Secretariat of the Language Ombudsman notes that the most frequent violations related to the functioning of websites (absence or incorrect operation of Ukrainian-language versions of websites, maintaining pages in social networks in a non-state language) – 747, outdoor advertising and signs (use of a non-state language) – 547, service (use of a non-state language during the provision of services) – 517, education – 196, information about goods and services – 162 complaints, authorities – 115.

It is also noted that in 2025, 53 citizens asked for clarification regarding the norms of language legislation: the use of Ukrainian in the sphere of service, education, media, as well as spelling.
According to a survey by the Kyiv International Institute of Sociology (KIIS) conducted in September 2025, “strategic Ukrainianization” is supported by residents of all regions (81-90% depending on the region) and all language groups (83-88% depending on the language of communication at home).
By “strategic Ukrainization”, sociologists mean the strengthening of the position of the Ukrainian language, but in the long term without pressure regarding the everyday use of the Russian language – Ukrainian is the only state and official language, the main language of education in schools is Ukrainian, ordinary citizens who want to or are used to can speak Russian without pressure or condemnation, the gradual, without coercion, spread of the Ukrainian language is encouraged.
