Human rights activists analyzed the circumstances of four Russian strikes in Ukraine, which took place between February 1 and April 4, 2025. At least 47 were killed as a result of these attacks and more than 180 civilians were injured. In particular, during the Russian rocket strike in the center of Izium, six people were killed on February 4 this year, and 57 were injured.
The telegram-channel, connected with the Russian military, argued that the blow was inflicted on Ukrainian soldiers and foreign citizens who probably participated in military operations. They were allegedly located at the Kremyanets Hotel, but the local authorities reported that the institution stopped working in 2022. The closest military goal, which HRW managed to detect, was the territorial center of acquisition and social support, located approximately a kilometer from the place of impact.
Human Rights Watch considers such attacks illegal because they violate at least an international legal ban on non-proportional and disproportionate attacks. Human rights activists also remind that in the case of deliberate or negligent commission, such strikes are military crimes in accordance with the rules of international law.
HRW calls for participants in negotiations on Ukraine, especially the administration of US President Donald Trump, to use its influence to seek from Russia compliance with the rules of international humanitarian law and termination of deliberate, non -product and disproportionate attacks on civilians and objects.
