According to analysts, during 2024, 712,453 new records of unfulfilled property obligations of Ukrainians appeared in the Unified Register of Debtors, of which 360,700 were from May to December. In total, the register of debtors currently contains 8.86 million entries.
Since the beginning of the full-scale war, the register has grown by almost 2 million debts.
The largest number of entries in the register concern fines for traffic violations (traffic rules) — 1.8 million, or 21% of the total number. Another 20% (1.7 million) are fines for administrative offenses. Collections in favor of the state budget amount to 1.6 million, or 18.5% of the total number of debts. Rounding out the top four are debts for utility payments — 727.4 thousand, or 8%. More than 21% of debts cannot be assigned to any specific category mentioned above.
At the same time, property seizures under executive documents increased by 24% to 15.6 thousand. In addition, the number of confiscations in criminal cases, in addition to corruption cases, increased by almost 17% to 11.8 thousand.
