“I received an appeal from the applicant, who complained about the actions of the employees of the Kovel city TCC and the JV. The woman reported that her husband was injured, after which he was hospitalized. He was forcibly taken to the Lutsk MTCC and the JV directly from the hospital.” – wrote Lubinets.
The ombudsman reported that his representative in the Volyn region immediately went to the regional TCC and SP to clarify the circumstances. However, the employees of the recruitment center did not comply with the requirements of the Representative and did not provide an opportunity to communicate with the detainee.
“Even after the arrival of the police, who were summoned by my Representative, the employees of the Volyn State Police Department and SP and the Lutsk State Police Department and SP did not provide an opportunity to communicate with the detained man, but informed that he had been taken to a military unit. The actions of the employees of the Volyn State Police Department and SP and the Lutsk State Police Department and SP contradict the requirements of the Law of Ukraine “On the Commissioner of the Verkhovna Rada of Ukraine for Human Rights” and may be qualified under Part 2 Article 344 of the Criminal Code of Ukraine. So my representative informed the Volyn regional prosecutor’s office about this fact,” Lubinets said.
He emphasized that when there is a question of human rights, there can be no obstacles for officials authorized to do so.
“There will be due responsibility for every obstruction! I will not allow human rights to be neglected in a state governed by the rule of law!” – said the ombudsman.

Lubinets reported that over 4,000 appeals regarding violations during mobilization, including cases of physical coercion, were registered in Ukraine during the year. Although these cases have decreased, individual facts of violations of citizens’ rights remain.
