The idea of ​​green recovery is voiced at the highest political level almost at first war. In particular, the transition to the green economy is defined as the strategic priority of Ukraine in paragraph 8 of the Ukrainian formula of peace. Later, this priority was detailed in the environmental agreement for Ukraine – recommendations for the Government developed by an international high -level working group created on the initiative of the Presidential Office of Ukraine.

The next step towards green restoration should be the adoption of the Law on the Principles of Green Recovery of Ukraine, which is presented by the Ministry of Environmental and Natural Resources of Ukraine on June 30, 2025 (now its public discussion is ongoing). What are the key provisions of this bill and what should be done for their practical implementation – we will consider further.

Why now? Many readers may have the question of whether to pay attention to green recovery now when the war is not over. And the answer to this question is necessary.

First, the recovery is already happening. We eliminate the consequences of the war daily, rebuild something, repair, restore, without expecting to complete the fighting. And the earlier such activity will be agreed with the principles of green recovery, the better.

Secondly, the green recovery strategy and its legislative framework have to be before the large-scale reconstruction begins. The state should have a clear vision of what and how we restore and what are the rules of the game for investors.

Third, this law is only the first step in building legislation and green restoration strategies. From the moment of adoption of the law (not earlier than the autumn of this year) to the creation of strategies, mechanisms, measures, measures, measures, measures, measures will take a long time. So now we are more late than we are in a hurry.

What about the law? Although the word “green recovery” is intuitive, everything is not so easy in practice. The picture with winds and solar panels is misleading and does not give an idea of ​​all the components of the green economy. In fact, the “green transition” affects virtually all spheres of life and is crosssector. Therefore, all areas need a clear understanding of what is green and what is not.

In practice, a clear system of criteria that determines whether a particular project is green is required. We are not the first to need such criteria. The European Union, which is a world leader in green transformation, has already developed a tool for such “green sorting” – this is green taxonomy of the EU.

Projects and measures that correspond to EU green taxonomy can receive green funding from international financial institutions and private investors who want to invest in steel (green) projects. Access to green finances is an important incentive for the green transition of individual entities.

This is how it works in the EU, and this model is proposed by the Law on the Principles of Green Recovery of Ukraine. Therefore, Ukraine does not invent a bicycle, but adapts rules that are already familiar to European and world investors and financial institutions. In addition, Ukraine harmonizes its legislation with the legislation of the European Union, which is a condition of our European integration.

Green Recovery Information Ecosystem Green recovery requires greater investment and more effort than recovering “as it was.” It has significant advantages in the long run, but it requires additional resources in the short term. In order for economic entities to create green projects, long -term and predictable state policy is required.

There is a need to inform this long -term policy and how green recovery works. For example, it will be not easy to deal with green taxonomy. It has several layers and affects not only environmental requirements. It is a huge layer of information that the state should explain as accessible as possible.

Such information should be structured on one resource. The initiator of the project should not look for some pieces of knowledge that is scattered by various sources. All the necessary information about the green recovery should be aggregated on one state platform.

This does not reject the possibility of interaction of the digital platform of green recovery with other state resources and sources that are already relevant to the topic. For example, the Dream platform plans to reflect the results of the sustainability assessment (or not?) For public investment projects (hereinafter referred to as PIP). Therefore, green pip data can be automatically displayed on a new platform by integration with Dream.

Complementing this data about the green projects of other economic entities, it will be possible to see a picture of green recovery as a whole. Where and how many projects are realized? In what areas? Which budget with? A new digital platform will answer all these questions.

Such a database of green recovery will help state bodies in making management decisions, and the public – in matters of independent public control of green projects. The transparency of processes obtained is the key to trust in Ukraine of international investors.

And here we touch on another function of the digital green restoration platform – facilitating the search for financing a separate project that is implemented by a business or community. The establishment of ties between the owner of the project and financial institutions is the cornerstone of green transformation of Ukraine. The digital platform should also help in this matter.

Once again, only a specialized resource, fully focused on the issues of green recovery, which will be in the top of search engines at request for green recovery, can be handled with these functions. A non -specialized resource or resource dedicated to another topic (in which the issue of green recovery will be considered only as a certain section in the overall structure), will not cope with this task.

We expect to pass the law The relevant concept of the digital platform of green transformation and restoration was published on June 30, 2025 during the national presentation of the Law. It was developed by the Savednipro NGO in cooperation with the Ministry of Environmental and Natural Resources of Ukraine and with the support of the International Renaissance Foundation.

We hope that the principles and approaches embedded in the concept will be implemented, and Ukraine will receive its main source of information about green recovery. The nearest step is the adoption of the Law on the Principles of Green Recovery of Ukraine, which will include a item on the creation of such an information and analytical digital decision.
