Since the start of the war against Ukraine in February 2022, Russia’s defense budget has grown significantly every year. In addition, the Russian interpretation of “defense spending” is significantly different from NATO’s definition, German intelligence officers note.
Thus, a comprehensive analysis of budget data conducted by the BND shows that the Russian defense budget in recent years was 66% larger than declared.
Excluded expenses relate, for example, to construction projects of the Ministry of Defense, IT projects of the military or social benefits for servicemen of the armed forces.
Thus, in 2025, military spending accounted for approximately half of the total budget of the Russian Federation and about 10% of Russian GDP.
These funds are used not only for the war against Ukraine, but also for the additional creation and expansion of military potential, especially near the eastern flank of NATO, the BND emphasizes.
The department emphasized that these figures specifically reflect the threat to Europe from Russia.
Meanwhile, the Financial Times reported that Russian space vehicles could intercept communication of at least ten key satellites of European countries, which endangers the confidential information of the states of the continent.
