The Bureau reports that in the period from January to May 2024, servicemen of one of the units of the State Special Transport Service of the Armed Forces of Ukraine built fortifications in the Zaporizhia region on a rotational basis, being in fact on the second line of defense. They were sent to help build fortifications for National Guard units.
photo of the DBR Despite this, the head of the engineering service of one of the units of the National Guard, having gone beyond his official authority, provided false information in the reports, where he noted the presence of 317 military personnel of the State Security Service on the first line of confrontation with the aggressor. In fact, this document became the basis for paying each of them 100,000 hryvnias for different time periods.
photo of the DBR The investigation has every reason to believe that the person involved knew that only those military personnel who are really on the front lines are entitled to such payments.
Currently, law enforcement officers are checking whether other officials were involved in the scheme and whether military personnel who were not in the Zaporizhia region at all received payments.
The lieutenant colonel is suspected under part 5 of Article 426-1 of the Criminal Code of Ukraine – exceeding official powers, which caused grave consequences in the conditions of martial law. The sanction of the article provides up to 12 years of imprisonment.
Measures are being taken to recover the damages caused to the state. The facts of illegal payments are confirmed by the conclusions of the Western Office of the State Audit Service, forensic economic expertise and other investigative and operational measures.
The court chose a preventive measure in the form of house arrest for the suspect.
It is indicated that the prosecutor’s office is preparing a civil lawsuit for compensation for damages caused to the state.
