“Force no one”: the Ministry of Education

There will be no one: the Ministry of Education Supervisory Boards were created at three universities

The Ministry of Education and Science can consolidate experiment with supervisory boards at universities at the legislative level.

This was reported by Deputy Minister of Education and Science Mykola Trofimenko during a briefing.

He recalled that the experiment imposed by the Cabinet of Ministers is valid for 2 years and currently covers 3 universities-in Kiev, Zaporozhye and Ivano-Frankivsk.

According to him, it was the supervisory boards that became a anti -crisis management tool in establishments where there were development problems.

“We see the supervisory board as an effective mechanism, first of all anti -crisis. And we see that we will have two systems – traditional when there is a strong academic team and the form of reinforced supervisory boards”, – explained Trofimenko.

According to the Deputy Minister, this form of management can be applied to universities where there is a crisis of development or decline, in particular in the case of unification of several educational institutions.

“This is very easy to analyze: you can look at the hostel, the body, you can look at the contingent, the receipt of the special fund from scientific grants, projects, international projects. That is, universities in the crisis – in the question of your existence (…)

I do not think that a university team will agree that the university will just go bankrupt and disappear “, – says Trofimenko.

The deputy forest added that the Ministry of Education and Science will take into account the position of higher education teams.

“There will be no one. If the university team wants to apply this form of management, it’s their right”– Trofimenko said.

He believes that the staff and students should participate in the management and activities of supervisory boards in a certain format.

“We have another powerful grant from the Estonian Development Agency. We were asked to devote this grant to the study and improvement of our experiment with supervisory boards.

We may be involved as a member of the Supervisory Board of the team and student. We may offer the Scientific Council, for example, to hear candidates and set some of their preferences – points, interest “– says the official.

The new deputy forest also stressed that the Ministry is considering supervisory boards as a means of preventing abuse and stagnation in higher education.

After all, some institutions have not been updated for years, but individual rectors are held in positions decades that harms development.

“When the rector is 10 years old, the look is already dull, the angle of view is not the same, and it prevents the university from developing. And the state should ensure effective management of its institutions”, – said Trofimenko.

He stressed that the position of the Ministry is “clear implementation of the law”, which stipulates that the rector can hold a position for no more than two terms in a row.

When asked whether the MES of the Lobby Rectors, who have been holding on the post for years, the Deputy Minister answered:

“We will not fight with anyone. But there is a desire to make universities capable – conscious, value, teams that bring together leaders. And such a team will be able to choose a leader”.

Trofimenko also reported that according to the results of the pilot project, three rectors were selected precisely through the activities of supervisory boards.

The Ministry plans to analyze the results of the experiment until the summer of 2025 and then develop a regulatory framework for its consolidation.

“We will develop a regulatory framework to institutionalize our experimental approach, but after it is thoroughly analyzed. It needs refinement,” – Trofimenko summed up.

What experimental project is about? In September 2024 the government supported Introduction of an experimental project in Ukraine to increase the autonomy of universities. The initiative was the redistribution of rights and responsibilities between the rector, the academic and supervisory boards.

  • Three higher education institutions joined the project:
  • State University of Kyiv Aviation Institute (formerly National Aviation University);
  • Zaporizhzhya National University;
  • Vasyl Stefanyk Carpathian National University.

Within the initiative, the supervisory boards were created in all educational institutions. Subsequently, according to the results of the competition, they chose new higher education leaders.
