Details: Ukraine’s European and U.S. allies, including influential Republicans, have reportedly offered advice on how best to formulate proposals that would encourage closer cooperation with Kyiv rather than cut critical aid to the country, Ukrainian and European officials said.
Two of those ideas were laid out in Volodymyr Zelenskyi’s Victory Plan, which people involved in its development say was aimed specifically at Trump. The proposals were later presented to Trump when the Ukrainian president met with him in New York in September.
One of them provided for the replacement of part of the American troops stationed in Europe with Ukrainian troops after the war.
The other – first drafted by Republican Sen. Lindsey Graham, a Trump ally, according to people involved in the development of Zelenskyi’s Victory Plan – proposes sharing Ukraine’s critical natural resources with Western partners.
Trump was “interested” in those two items, according to a person briefed on the meeting.
Separately, business leaders in Ukraine are also negotiating with the government to offer Trump “investment screening” powers, which would allow him to effectively choose who can do business in the country.
One person involved in the planning described the idea as “ABC — anyone but China,” which could play particularly well into Trump’s hands. According to the interlocutor, Ukrainian industries dependent on Chinese technologies and materials, such as telecommunications, could switch to American suppliers and attract more Western investment. The idea is in its early stages, but some business leaders close to the president’s office believe it could play well into Trump’s hands.
Western allies have so far reacted rather coolly to the Victory Plan, especially to the call to officially invite Kyiv to join NATO and provide it with more modern weapons.
What preceded: Last week, Zelensky said he had a “great” first phone conversation with Trump after his re-election. But Kyiv and its allies fear that the US could wind down its military support after the Republican takes office in January.
In particular, Kyiv believes that with the victory of Donald Trump in the US elections, the chances of inviting Ukraine to NATO have decreased.
