Fedorov announced the launch of Starlink terminal verification in Ukraine

The government adopted a resolution on the introduction of a “white list” for Starlink satellite terminals, Defense Minister Mykhailo Fedorov said.

According to him, soon only verified and registered terminals will work in Ukraine, everything else will be disabled.

“This is a reaction to the Russians’ use of Starlink. Russian drones equipped with a terminal are difficult to shoot down. They fly at low altitude, are resistant to EW and are controlled by the operator in real time even at long distances. The only technical solution for countermeasures is the introduction of a “white list” and authorization of all terminals,” he wrote in a telegram.

Fedorov declares that the Starlink registration process for Ukrainians will be as simple as possible – just one visit to the nearest National Tax Agency, for businesses, verification will take place online on the Diya portal.

“The military does not need to contact TsNAP – a separate secure channel through DELTA is already in place for the Defense Forces. Also, you do not need to put your own terminals on the balance of the military unit or transfer account data – just protect your terminal from blocking by entering it into the “white list”, the minister added.

Ukrainian unmanned aviation expert Pavlo Kashchuk previously reported that Russia has begun serially integrating Starlink satellite communication terminals into its Shahed, Gerbera, BM35, and Molniya strike drones. This was also confirmed by Fedorov at the “Drone Army – 2025” event.

Subsequently, Defense Minister Mykhailo Fedorov clarified that the Ministry of Defense cooperates with the American company SpaceX through the use of Starlink communication for the operation of Russian drones and “is already solving the problem.”

On February 1, SpaceX CEO Elon Musk said that the measures taken by his company to stop Russia’s unauthorized use of Starlink appear to have “paid off.”
