In the Zakarpattia region, the head of the department of the Berehiv regional territorial recruitment center, the official of the military medical commission at the same time, and the doctors of the Khust and Vynohradiv district hospitals, who issued false diagnoses of mental disorders to conscripts, were informed of their suspicions.
Clients were referred to doctors who invented the necessary diagnoses for them. For believability, they were even kept in hospital for some time. After that, the men were issued medical documents with a diagnosis that could be the basis for declaring them unfit for service.
On the basis of these documents, the head of the TCC department ensured their exclusion from military registration.
The SBI staff documented the establishment of false diagnoses and the fabrication of unfitness documents for several individuals who were planning to travel abroad.
Criminals not only produced fake documents, but also helped with advice and instructions on how to get to European countries.
Clients’ identities are established, medical documentation is studied, searches are carried out at the place of work and in the residences of those involved.
Six members of the group were informed of the suspicion of illegal transportation of persons across the border and receiving illegal benefits (Part 3 of Article 332, Part 3 of Article 368 of the Criminal Code of Ukraine).
Sanctions of the articles provide for punishment in the form of imprisonment for a term of up to 10 years.
