EU report on Ukraine: “excessive pressure” on NABU still continues

The European Commission believes that the pressure on the National Anti-Corruption Bureau in Ukraine is still ongoing. Source: The European Commission’s annual enlargement report for all candidate states, “European Truth” Details: The document notes that, despite Ukraine’s significant progress in the fight against corruption, certain forces within the country continue to try to undermine this fight. In particular, the European Commission pointed to the creation of a parliamentary temporary investigative commission for the investigation of corruption offenses headed by Serhiy Vlasenko and Maks Buzhanskyi, stressing that such activity should not undermine the public’s trust in anti-corruption institutions. “It is important that parliamentary control does not undermine public trust in anti-corruption institutions through unsubstantiated public statements and does not go beyond the limits arising from the principle of separation of powers,” the report stated. The report also mentions the criminal prosecution of NABU detectives by the Security Service of Ukraine and the State Bureau of Investigation, which, according to the EU, has become systemic. The European Commission emphasized that the repeal of the July laws did not remove the problem completely, and “excessive pressure on anti-corruption bodies remains a matter of concern.” At the same time, Brussels did not recognize Ukraine’s actions as a “rollback of reforms.” The report noted that after serious concerns from international partners, the independence of NABU and the Specialized Anti-Corruption Prosecutor’s Office was quickly restored, which made a positive impression on European officials, according to “EP” interlocutors. In addition, the European Commission emphasized that the activities of NABU and SAP bring real results, and therefore the fight against corruption in Ukraine continues not only formally, but also in practice. The report of the European Commission states that Ukraine is showing progress in implementing key reforms on the way to joining the EU, despite the war with Russia. The EU also set a deadline by which the format of the “Edyny Novy” telethon can be preserved. In addition, the report on enlargement in 2025 positively assesses the progress of reforms in Ukraine.
