Prehistory:
- As it was reported, on March 7, the Ministers of the European Union, among other things, discussed the creation of a tribunal for the punishment of a crime of Russia’s aggression against Ukraine, which aims to hold President Putin President.
- Discussion on a special -purpose for Russia for the crime of aggression has been ongoing since 2022, since there is still no international court that would hold a crime of aggression. But there was no practical progress in this matter for a long time.
- On February 4, 2025, according to the sources, during the 13th meeting of the Core Group group, a special tribunal on the crime of aggression against Ukraine was approved by the Project of the Statute of the Tribunal and an agreement was reached on the basis of the Bilateral Agreement of Ukraine with the Council of Europe.
- However, at the end of February, the media reported that US representatives refused to call Russia an aggressor at the Core Group meeting – groups of countries that are preparing a special tribunal.
